Due to lack of information or other factors sometimes the admissions committee confirms their interest in the student based on a condition that all formalities will be completed in 2 to 3 months & gives a conditional offer letter to the students.
Sometimes conditional offer letters might affect the visa procedure. Different countries have different policies with regards to the same. If the conditional offer letter has formalities/conditions that have to be completed/met after entering the University then the visa application can processed, however, if it has formalities/conditions that have to be completed/met before the student leaves his/her home country then the visa procedure will be delayed.
So conclusion is that all the necessary formalities have to be completed before the student leaves his/her home country.
Also, before applying for a study permit at a Canadian visa office, you must first get a letter of acceptance from a Designated Learning Institution (DLI) which is your Offer letter.
Once you have your acceptance letter, you can complete and submit an application for a study permit.
For a new study permit, you can apply:
• from your home country or another country where you are lawfully admitted, or
• in person or by mail at the Visa Application Centre in Los Angeles.
Also, you may be able to apply for a study permit from within Canada to attend a designated learning institution if you are a:
• minor child studying at the primary or secondary level;
• visiting or exchange student; or
• student who has completed a short-term course or program of study that is a pre-requisite for acceptance at a designated learning institution.
