It will depend on the skill level of your job, if you are able to get at least a year of work experience in Canada, if there are CEC specific draws where points are low enough at the time you apply, and other factors.

Yes, you need a minimum of one year of full time work experience in Canada in a skilled profession (skill level A, B or 0) to qualify for CEC.
I don't understand your second question. There have been no FSW draws yet this year. Doesn't matter if the candidate is in Canada or outside of Canada. There have been no draws. Also, your score is too low to be selected through FSW. You need 470+.
If you're not clear on the pathways and getting PR in Canada is a priority, then I strongly recommend you dedicate more time to researching Canada's immigration streams.
Note that getting a year of work experience in Canada does not guarantee you will get PR through CEC.
