Dear applicant,

This is to advise that due to changes to Canadian law (The Budget Implementation Act, known as Bill C-38, which received Royal Assent on June 29, 2012); we must cease processing of ALL applications made under the Federal Skilled Worker (FSW) program before February 27, 2008, where a decision has not been made by an Immigration Officer based on FSW program selection criteria before March 29, 2012.

Your application is part of this decision.

If you have been asked to provide an updated application please disregard those instructions. Citizenship & Immigration Canada will communicate with you in due course to provide further information on refunding the application fee.
Anyone got this and if they did, any word on refund process and how long it takes?

I wonder why US doesn't employ similar scheme to pay down it's debt.

Start a new immigration program, something like "Good Immigrant Visa".
Have fees adjusted for inflation and demand ( let's say $10000 per application).
Accept about 1 billion applications from anyone on planet earth who can pay $10000 fee (make other qualifying criteria easy, for anyone who pays appear eligible to pass).
After 1 billion apps received stop accepting more apps. Have about 50000 Visas issued in the same time period from a pool of 1 billion applicants.
With nearly 10 trillion dollars in coffers for 20 years let everyone know that they will be fully refunded (no interest though). In the meantime you should have invested those trillions in profitable stocks and other successful enterprises. In the end you pay off debt plus make some profit.
You can gain additional few years ( one more year to make a legislation regulating refunds, another year to have it signed by executive , then few more years to issue refunds in increments).
Genius idea!
Why didn't someone think of this before?

The eligibility criteria for pre-feb applicants was not easy but the noc was open. Pre -feb 2008 applicants needed to score more(reading,writing and speaking 7 each) in language tests than post feb 2008 applicants. Evidence is given below.I got it from Overseas Processing manual from CIC website
