Certified True Copy Passport - immigration officer

hey guys, when i applied for a refugee, they seized my original passport and they gave me a copy of it with a stamp written Certified True Copy ......that was around one year and a half ...

My question what is the color of the stamp ? i have it but am confused if it is copy or not... there is written name blue color at the corner inside the box of the stamp
