Try the Federal Skilled Trades program:

http://www.cic.gc.ca/english/immigrate/trades/apply-who.asp

hi there,
try to contact alberta apprentischip they will tell you what you need to come for an exam and get an alberta qualification certificate as a plumber to apply for federal skilled trades.in this case you don't need a job offer.
if you are from a visa exempt country to canada it will be easier for you to seek entry to get certified in alberta.
but make sure your job is in the list for federal skilled trades this year.
as for federal skilled worker program your chances are very low unless you find an employer willing to offer a permanent full time job and you meet other requirements.
good luck :)
