No. Certified copy of the original means a notary public or magistrate etc has seen the original copy of the document of your certificate or transcript and they make a colour copies of the original documents that you want to certify , then stamp it with inscription "certified copy of the original "seal which must be dated and signed by the notary public . Also the address of the person certifying must be included for traceability and verification by the cic.This is to avoid you sending the original document .
However, not just anybody can certify your original document, cic has stated clearly those people who can do this.
