Certificate of Qualification Process

Hello everyone,
I am hoping to work in Canada through the federal trades program, or maybe skilled workers. I don't have a job offer, so I know that I need a certificate of qualification. I also know that each province regulates itself. I ALSO know that some provinces do not require licensing/regulation (like BC), while others do (like Ont). My QUESTION is: I have read that through the Express Entry program, the process often requires that you first travel to Canada to take an exam. It is one thing to get your qualifications certified, but then you still need to take an examination in the province you wish to work in. Is this true? Is there any way that I can get COMPLETELY qualified and eligible to work WITHOUT having to travel to Canada for an exam?

Thanks!

No you do not have to travel to Canada to be eligible for Express Entry. You can refer to the following link to understand how Express Entry works.

If you are certified trade and the province is requesting certificate, you must take exam in Canada. I am certified trade and I work in Alberta. I have applied for temporary licence while I was still in Europe. I took my exam within one year from my arrival in AB.

This is the link for Alberta. Hope it helps... Good luck

I guess I misspoke; what I meant was, if I need to be certified for my trade, can I do that after completing the EE process and becoming a PR? Or must I be certified before I begin the process? I have a friend who works in the trades in Toronto as a plumber. He traveled to Toronto once to take the exam, then back home to South Africa, THEN started the EE process. He claimed that he needed to be certified first, or else he wouldn't be eligible. Is this true? Or can I:
-apply for examinations/assessment from here in South Africa without having to travel to Canada to become certified?
-or can I go through EE without being certified, and only get certified after landing in Canada with PR?

To be clear, I do not have a job offer.
Thanks!
