2. How I can get this? I never visited Canada? I am in GCC. Is there any way out?

But unless your NOC is the one of a trade (mechanic, carpenter, electrician, etc) you do not qualify.

a certificate of qualification in that skilled trade issued by a Canadian provincial or territorial authority.

You just said you are not in Canada. So the most likely answer is that you cannot get it.

What is your NOC?

Your job isn't a trade, you do not qualify for those points.

I worked as a technician also and I can get real experience letter . Will it help? What should I do next to get these points?

That's why I said in my earlier post, if you are not in Canada, then you cannot get qualified.
