Certificate of Departure ARC still required?

Can any knowledge person tell me if Certificate of Departure become Deportation Order even if the person has a Certificate of Departure that my partner (Refugee) left Canada in less than 30 days and may still require an ARC which adds 6-12 months to your waiting time for Processing.

We are ready waiting a year for Vienna to start processing our sponsorship application and make a final decision.

I read somewhere they have tightened the language but only time will tell us if this equates to tighter enforcement. We were told that, if we have Certificate of Departure an ARC is not required.

if your partner left in 30 days, how it can be departure becomes deportation order... it should be departure order then.

did he do Federal Appeal and PRRA before leaving?

Yes he did an Federal Appeal but they dismissed it no reason given. I have been doing some more research and as I said, my partner has a Certificate of Departure because he left in less than 30 days, We will likely have to pay back $1500 plane fare, but again I am not sure we do the 1500 is included in an ARC request. Letter + 400 fee +1500.

They did offer him $3000 to resettle, we refused it as it wasn't clear if he would have to pay it back if he was sponsored.
