Certificate course for international student

Hi Everyone,

I want to pursue following course in Canada:
CERTIFICATE IN PROFESSIONAL MANAGEMENT Specializing in RISK MANAGEMENT
from University of Calgary.
But i am not sure if Canadian high commission provides study permit for same as it is not full time course. If the answer is no for permit then please suggest me some 1 year full time risk management course.
