Hi, I applied for my wife's permanent residency through family sponsorship and on June 9 received a letter saying that I needed to provide an updated IMM5669 for the federal process and, since I am a Quebec resident, to apply for a Certificat de Selection du Quebec (CSQ). The deadline for the first document was June 3, which I missed due to a technicality but did submit a couple days later. At the same time, I used the initial letter I had received from IRCC to submit my application to Immigration Quebec for a CSQ. I was sent back a letter from them saying that the letter from IRCC I had sent was not the right one. I imagine this means that IRCC will eventually send me, as the sponsor, a letter that I will then forward to Immigration Quebec? This is what I thought but now it has been 3 weeks since I submitted the IMM5669 to IRCC and have heard nothing back. This being the case, I cannot resubmit my CSQ app, do not know when or if I will get this letter from IRCC and because of this have missed my deadline (July 25) to give IRCC the CSQ document.

My question is, which document do I need from IRCC and how does this whole process work? Both the federal and provincial representatives could not give me a straight answer on this. I wrote a letter to IRCC explaining why I will miss the deadline, but what implications might this have?

I strongly suggest you to seek help from your MP. We also didn't received the proper letter from IRCC, but MIDI accepted it and issued the CSQ, so we didn't have any trouble. Your MP will have a direct link to IRCC and will likely be able to have the letter needed to apply for the CSQ and undertaking being sent to you rapidly.
Regarding what you sent to IRCC, it takes about 45-60 days before it gets attached to your file.

Thanks for this. Seems I am not the only one having trouble with this. I have started the process today of getting my MP involved and they have been very helpful thus far.

Provincial Requirements for Residents of Québec

As a resident of the province of Québec, you must submit an undertaking application to the Provincial Government. To download the required forms, please consult the Ministère de l'immigration, de la diversité et de l'inclusion (MIDI) website at www.immigration-quebec.gouv.qc.ca (Sponsors and Sponsored Persons section). Complete the required forms and promptly submit them to the MIDI at the address provided in the provincial guide within 30 days from the date of this letter. Do not submit any of the MIDI forms to this office as they will only be returned to you.

You must enclose a copy of this correspondence with your undertaking application to MIDI. If you received this communication via email, please note that another copy will not be mailed to you. You may print a copy to be enclosed with your undertaking application to MIDI.

For further information regarding provincial requirements, please contact the Province of Québec General Inquiries Services at 514-864-9191 or 1-877-864-9191.

This is the only letter I received so I want to make sure I am sending the correct one. Thanks

What I received was a bit different, it looked like this:

This refers to your application for permanent residence under the Family Class or under the Spouse or Common-law partner in Canada class.
We require the following item(s) to continue processing your application:

You must complete the Schedule A Background/Declaration (IMM 5669) form which is found at the following link:

You and all of your family members aged 18 or older (if applicable) must submit this form.

Provincial Requirements for Residents of Québec - As a resident of the province of Québec, a letter will be sent to your sponsor instructing them to submit an undertaking application to the Provincial Government. A Certificat de sélection du Québec from the Ministère de l'immigration, de la diversité et de l'inclusion (MIDI) must issued to IRCC by MIDI in your name. For more information please consult the website at immigration-quebec.gouv.qc.ca/en/index.html. Processing times for this document are not less than 25 days, therefore you should apply as soon as possible, the document must be received at this office by: 2017/04/07

I sent this letter with my application and it was refused by Quebec Immigration on the grounds that this was not the correct letter. I submitted the IMM5669 on July 9 and have been waiting for a letter to be sent to me as the sponsor but still no resolution. My MP is working on the file but no clear answer yet, will update when there is.

So to answer your question, I think that the letter you have posted is the correct one. This is exactly the letter i am waiting for but have no idea if or when it will be coming.

You have to send the letter which mentions the Visa Office. (The sponsorship approval if I remember well)

This letter is sent to the sponsor.

This letter has not been sent to me it appears. Is there usually so much of a delay in sending this letter to the sponsor? I am just nervous if it was sent already and I missed it or just need to wait for it to come? I followed up with my MP to clear up the situation, still waiting to hear back from case processing.
