CERB/EI related queries for work permit holders

I am on an open work permit. I got laid off. My last working day as per ROE is 13 March. I am stucked in India bcz of flight suspension due to COVID. I had enough income in 2019.
Am I eligible for CERB?

Also before I applied for CERB I mistakenly applied for EI. Now they are asking me to complete biweekly reports. And for April I have got money for both EI and CERB. So when should I return the money.

How long have you been in India? You don’t qualify for EI. You would need to be actively looking for work in Canada which is not possible from India.

I am in IT field. So I can look for work and even work from India or anywhere. I am in India since 2nd March 2020.

Doesn’t count especially since you can’t start work tomorrow If there is a job opportunity.
