Hi. I know VCC conducts a CELBAN review. Try checking on them.
I just took CELBAN last Tuesday, unfortunately my name was not on the list of test takers....so make sure to double check and call the site before your test date. I was allowed to take the group test but was asked to come back the following day for the speaking. The listening part is quite fast... I'm not so confident with my test, but I'm hoping for the best. ??? My IELTS score before was L 8, R 7 W 6.5, S 7.5....I just don't know what will happen with my scores for CELBAN...just sharing :

hoping for your positive results too.... yeah , i saw it in VCC's site but the program is only available for canadian citizen and permanent resident ... i did not register yet but i wanna start gathering materials and etc ... if you have some and if its okay for me to borrow ??? thanks
