CEC without LMIA

Is the only way to apply for PR through EE? I mean, I called CIC and after speaking with one of the representatives, I've come to the conclusion that you can't even apply for a bridging work permit without an AOR (implying you HAVE TO HAVE an ITA).

So, does that mean that THAT'S it? If you can't manage to secure an ITA (given that most CEC applications don't have an LMIA and have points below 600), then you've just gotta pack up your bags and go home?

Please tell me there's another way!

And this is just if they actually take forever to invite CEC applicants who have scores below 500. I mean, what if the PGWP's are expiring soon? Waiting a couple months may not be possible in some people's cases. I have until August but I also do not want to wait until August to find out so I'm hoping they drop CRScores drastically.

And I meant, you can only apply for a bridging work permit with an LMIA and a job offer OR an AOR.

If you are from a country that falls under the IEC program, I think you can apply for a one year young professionals permit while you wait for EE, at least that's my plan. My PGWP expires in late June and my CRS is 469, so who knows how long I will be in the pool...
