CEC withdrawal is the only option for me?

Dear all, I really hope you can help me and advise. I submitted my CEC application on December 2012, when I got 18-month work experience at that time. I thought my application will be treated under the new CEC policy - only 12 months work experience. But recently someone told me that the application submitted before Jan. 2 2013 will still be treated under the old policy - 24 work experience. As I have no study background in Canada before, it seems that I'm definitely not qualified under the old policy.
In this case, is it the last option for me to withdraw my application and re-apply? Is there any resort that may provide help?
Thanks a lot!!!

Since you sent your application in December, it will be considered under the old rules. If you don't qualify under the old rules, you should withdraw your application and then resubmit it so that you can be considered under the new rules.

You can withdraw if you will get your money back. Otherwise, the worst case scenario will be they reject your application and you still don't get your money back. In all cases, it is better to gather documents for applying again.

If you won't get your money back by withdrawing, my suggestion is to keep it on so that your refusal letter would indicate what other reasons they turned you down for (job descriptions, etc...); this way you get to learn something.

Page 7 of OP25 (can be found via the below link), explains the process of refund.

Is there any requirement for a withdraw request? I'm going to send a signed letter on which I put clear the reason of my withdrawal. Will that be OK? How long does it take to get those original files (such as IELTS cert) back to me?

Appreciate your help!

Thanks for advice. But if the application is rejected, I cannot get my files back. And I really dont want to wait for another few months to re-apply, as I've already wasted more than five months. :(

Your application will surely be rejected as you dont satisfy the eligibility criteria. Send an email to OttPilot-Immigration@cic.gc.ca and ask them the process of withdrawing your application.

Strongly suggest withdraw the application. Any sort of rejection (Visa , Work permit , PR) is not a good record to have.
At least you may get your documents back.
