1. No, this doesn't qualify for an exception. Only paid work experience can be counted towards the 1 year. So if you were on unpaid leave for 2 weeks, you need to wait until after Dec 31st before you can say that you have a full year of work experience in Canada.
2. You can make the profile and receive ITA, however do not submit your application post-ITA until you have a full year of work experience in January 2022. Note that the last CEC specific draw was two months ago and we do not know if and when draws for CEC will restart.

You can include the 2 week vacation as part of your work experience since it is paid time off.

You will have to wait until you receive ITA before you can submit your application for PR.

You can receive ITA before December 31st but you cannot submit your full application until you have the one year of work experience.

If you do not receive ITA and submit your application before your PGWP expires, you will need to stop working as soon as your PGWP expires. If you receive ITA and submit your full application before your PGWP expires, then you can apply for a bridging open work permit. The BOWP application must also be received before your PGWP expires.

So whether you can continue working in Canada beyond the date of your PGWP will depend on when IRCC resumes the draws and if your score is high enough to be selected.
