I recently submitted my express entry profile, however when I see the status of my application it says not eligible for CEC and I see not met under CEC in the submitted application.

When I use come to Canada and check for my eligibility I get response saying that I am eligible.

My Details:

Canadian Experience: 1 Year and 1 Month
Visa Type - Work Permit - with out Labour market analysis (Inter company transfer)
Non Canadian Experience - 9 years
English Language - IELTS - 6.0(L), 7.5(S), 7.5(R), 6.5(W)
Education - Bachelors Degree 4 Years - WES analysis done

My question here is why is my profile becoming ineligible:

1. I have work experience from Ontario, I have selected all province for intended to work in, is this the reason it is getting rejected?
2. Is it because I have worked with Work Permit without labour market analysis for my 1 year Canadian experience - since it was inter company transfer?
3. Is there limit of how many times a CEC application can be submitted to express entry pool. I did submit my details couple of times making small changes to data/order in which I added my work experience.

I have no idea what am doing wrong while submitting documents and would really appreciate the help.

Be sure your NOC code is O, A, or B. Check whether your individuals IELTS scores meet standards.

I used NOC code of A(Professional Occupation) - 2173 Software engineers and designers. Do I need to use one of these titles when I mention experience.

As per www5.hrsdc.gc.ca/NOC/English/NOC/2011/ViewAllTitlesQuickSearch.aspx?val=2&val1=2173&val65=*

Possible Titles:
application architect
artificial intelligence (AI) designer
artificial intelligence designer
computer applications engineer
computer software engineer
computer telecommunications software specialist
design engineer, software
designer, software
embedded software engineer
engineer, software
simulation software design engineer
software architect
software design engineer
software design supervisor
software design verification engineer
software designer
software engineer
software systems designer
software systems integration engineer
software technical architect
software testing engineer
specialist, telecommunications software
supervisor, software design
systems applications engineer
systems architect
systems designer – software
systems engineer – software
systems integration engineer – software
technical architect – software
telecommunications software engineer
telecommunications software specialist
test engineer, software
testing engineer, software

I am using my company designation as title, like Systems Analyst or Junior Software Engineer etc which is not part of above list. Can that be the reason for rejection?

There will be a question saying, when did you first become eligible to practise this occupation?
Just enter the month of your work permit.

Re create your profile again, creating a new key.
should help.

Thanks for all the help. I was able to get it submitted with new GC Key. However I removed my non Canadian experience when I submitted, Do you think that caused the profile to be rejected. Can I safely add it back and resubmit now?

Thanks for the suggestion, I was able to add my non Canadian experience, recreation of GC Key seems to have done the trick. I just reordered my experience list (Placed Canadian experience at the top).
