If oyu are confident that all documents are provided and the reason provided for rejection is not appropriate, I would suggest to go for judicial review to save time on re-application.
And thousands of dollars in legal costs. The judge REVIEWS the case to determine if there has been an error of law committed. If an error is found, the judge requests a different VO to make a decision on it, and there is no guarantee that it will turn out in the applicant's favour.
Stuff like this really bothers me. People spend weeks trying to prepare their applications, and rather years to become eligible for permanent residency, and these VOs don't do their due diligence when assessing applications.
