OP says he worked from April 11 to Jan 13, he submitted in Sep 12.

Judicial reviews takes even longer. Somettime upto 3 years
 
And thousands of dollars in legal costs. The judge REVIEWS the case to determine if there has been an error of law committed. If an error is found, the judge requests a different VO to make a decision on it, and there is no guarantee that it will turn out in the applicant's favour.

It actually enrages me...

And it's not it's easy to appeal these rejections.
