I submitted my CEC application last June. Today I got an email saying my application is rejected, because the officer did not consider my first job experience valid. Here is the letter I received:

So I did submit my application with reference letter and contract of employment for both jobs, and T4. I can't figure out why they don't like my first job. Here is how the reference letter reads:

What should I do now? I know I could reapply as I am now with Company B for one and half year. But are there any alternatives? I don't want to wait for another year!
What were your timelines ?

Hi,

This is exact same case as mine, I reapplied based on only 2nd company since 1st company refused to provide job duties.

"I submitted application 2nd time as first try which was (Submitted Feb 2012, Refused July 2012) refused for no duties submitted reason on first job's job letter. Applied again in August 2012 on behalf on only 2nd job as completed 1 year/hours on 2nd job."

Agree with you jsm0085. But my thoughts are for cases where the employer is wanting the employee to help with a format to list duties & responsibilities in the Ref letter.
Yes, but let's clearly avoid the implication that this is a creative writing assignment. When an employee is hired, there is usually a written job description (with legitimate skilled employment). You should be able to use your existing job description and identify the NOC that best matches that.

If for some reason you do not have a written job description, and you expect to apply for PR in a skilled employment program, then you should work it out with your employer to establish one.

I was reading through the CEC manual (Jan 2013)
http://www.cic.gc.ca/english/resources/manuals/op/op25A-eng.pdf

the officer is unable to make a decision, due to lack of information or documentation, or there are serious doubts as to the legitimacy of the documents submitted

- request, in writing, specific information or documentation to clarify; or
- refuse the application; or
- consider a personal interview

We have always seen the Officer going with the 2nd option of refusing the application directly. Do we have any cases where additional info has been called or interview ?

Looking at the cases entered in trackitt, only 3 of 853 finished cases had an interview. It may be a bit higher of a percentage in reality, but it seems like interviews are rarely used with this class. It is supposed to be a priority/fast track class, so they have taken the approach of refusing applications on any ambiguity rather than trying to get clarification as they might in other classes.

That's why it's so important for anyone applying to dot every I and cross every T.

Not true, we see a lot of requests for additional information. It depends on what's missing, what info requires clarification, etc.

However, since VOs are under pressure to process applications quickly, rejection is the quickest option.

I think applicants should refrain from referring to this letter as a "reference letter" because most employers understand that to mean it's related to job performance. It will seem this is how lamma's employer intepreted it.

It's better to provide the employer with a copy of the CEC checklist and be sure to read the letter and confirm that everything is included before submitting your application.
