CEC processing time, August 2011

Hi Folks,
I have Post Graduate Diploma in Business Management + 2 years of Full time IT Management Diploma from BC + 7.5 IELTS + 3 years of Canadian work Experience & 3 years of experience from my home country. I have applied for the CEC immigration and my consultant told me that it will take at least 14 months before I get my PR.

I have two questions:
1.) Can there be a faster processing time than 14 months? Can i expect to get PR within a year
2.) Can I extend my work permit that is expiring in May 2012?

I will aprreciate all the answers and guidance for the above.

14 months is the average processing time for applications completed to date. There is no way to know if the processing time for new applications will be the same, or whether your application will be "average." It might be faster, or it might take longer.

2.) Can I extend my work permit that is expiring in May 2012?

You can, if your employer wants to keep you and obtains a positive labour market opinion (LMO).

I think your consultant is trying to manage your expectations, which is not necessarily a bad thing but is less than totally accurate.

On trackitt.com, there are many profiles of people who applied in 2010 whose processing time (from "application filed" to "passport requested") was under 12 months. There are a few with times under 8 months. CIC's official processing time was 11 months.

Of course, that is no guarantee that an application filed now will even have a chance of being approved in less than 14 months. Anything can happen. (Some people who applied in 2010 took much longer than 11 months. And we only know about the applications that have been completed, which makes things look better than they really are.)

My advice is to do everything possible to improve the chances that your application will be one of those with below-average processing time, regardless of the "average" or "typical" processing time:

1. If you are still in Canada, try to get fingerprinted for an RCMP clearance (Canada police certificate), and submit it with your application. CIC says you don't need to submit a police certificate for Canada, but they may decide you need one later*, and if you're in Canada you can submit the fingerprints electronically and get the result in a couple of weeks. If you're outside of Canada, it will take 3+ months.

2. Pay your RPRF when you file your application.

3. (Only possible in Canada, as far as I know...) Do your medicals early (say, right after you get your AOR).

The goal is to enable CIC to issue a passport request as soon as they evaluate your application.

In my case, if I had done #1, I would have received a passport request in about 9 months.

* It seems that I have the same name as some criminal in New Brunswick.

Not all applicants will be asked for a Canada certificate. (I was asked; my spouse wasn't.) If you are asked, and you're still living in Canada, it's not a huge problem. If you're no longer living in Canada, you're faced with a choice between getting fingerprinted outside of Canada and waiting 3+ months, or visiting Canada just to get fingerprinted (which is what I did).

Right of Permanent Residence Fee, in addition to the application fee. You have to pay this before getting a PR visa.

Many applicants in Canada have done medicals early, some even before AOR. Doctors outside of Canada, as far as I know, won't let people do medicals early (I don't know why).

If you don't have a medicals request yet, you can use your file number from the AOR. Many people have done this.

If you don't have an AOR yet, you can get your file number by asking your bank for a copy of the encashed bank draft.

If your bank draft hasn't been encashed yet, you can probably use your "Client ID" (from your work permit). I only know of one person who tried this, but apparently it worked.

After reading in A forum that pre june 2010 applicants will not be processed during the current year,i am finally thinking to submit my application under CEC class.Few queries regarding that:

1).They ask for Gen Module IELTS, what if i send Academic module as i have currently one.
2).I heard that if once your application is returned back d.t any reason you cant apply again.Is it true ?if this is the case then i may take the chance of sending Academic IELTS or not ?
3)And another thing i am here in canada on work permit visa since july 2008 and my current work visa is valid till aug 2012 but it is renewable till 2014 as initially i got it till 2012 as my passport expiry date was aug 2012.So if it matters that i send the current wp or i need to get it renewed.

They REQUIRE the general IELTS. Academic is not valid. Sorry, you have to take the general.

No, this is not true.

If you send the Academic IELTS, your application WILL be returned. Why waste that time?

You need to renew your WP regardless. You will need a valid permit to demonstrate that you are living / working in Canada legally. By the time you take your IELTS and submit your CEC application, it will likely be past the expiration date of your current WP.

Sorry, I can't predict the future or read your tea leaves Most recent data shows CEC applications being finalized, on average, in about 14 months. No way to know how long it will take your application. You should be prepared to either renew your work permit, change to visitor status, or leave Canada at the end of your current work permit. If your application is processed before then, consider yourself lucky.
