Paystubs are not required - the document check list says "Additional supporting documents
may include...", they are allowed but optional - additional supporting documents if for some reason your other documents are not sufficient. I can think of only 3 reasons to submit paystubs - 1) you do not have a regular full time job and have to document part-time or variable hours, in which case you might need all of them, (2) you are ready to submit your application but don't have a T4 yet (this would apply to very few people), and 3) the Letter of Employment is missing some detail (or missing altogether - in which case paystubs alone will not enough).
There may be other reasons, but those are the ones I can think of...
