Does the IRCC website say "We are reviewing whether you meet the eligibility requirements?"
If yes, that means this info on the website is wrong, because as you said, eligebility is not started yet.
yes, even i was confused when they said that. i told them to verify again and they said same.

Received an email asking for whether im in canada and the email address?
I think it means your application is approved? it's known as portail email I believe. Not sure though!
what's your timeline please and are you CEC?
I'm yet to apply. My WP expires Jan mid but it says here on the official website that we should apply only post R10 Completeness check is complete.
