Guys, any idea why the CIC rep on the phone might have said that 'Decision made' doesn't mean 'Final decision', and that a final decision hadn't been taken on my application? Was she just talking out of her a**, like so often seems to be the case?

try calling again hopefully u will get a nice agent. Never heard this before

I called today morning and lady didn't even wanted to look at my file and said decision made means it can be approved or declined. I then told her that I got my ready for Visa email and I sent in my passport. She said Oh then its approved.

The average processing time for CEC says 20 months. Is that new, or has it said 20 months for a while? I could have sworn that I had calculated I was over the average processing time, but if it's 20 months then I guess I'm not quite there yet.

Doesn't make too much difference now, but call centre operator wouldn't check what my 'Decision Made' status actually was because I wan't yet at 20 months.

I received my COPR in the mail today. It was mailed out June 2.

Finally the process is over!

Does anyone know how long it takes to receive copr after mailing out passport? I mailed out my passport on June 2, it reached ottawa june 6.

Received the alternate ppr instructions yesterday and I submitted my passport at vfs today

Contact your local MP office and they will inquire on that status on your behalf, CIC can't mess with an MP office
Don't worry it will be a positive decision

When they are "busy" you always get this message and they hang up on you
You simply need to keep trying
I personally found that calling later in the day before they close I can get through and speak with someone
