Yeah It was the Cap being reached reason same as everyone else. No the application was not charged. CIC returned all my documents along with the Money Order.

I have the same situation as yours, My file is reached at 21st October, My credit Card is not charged yet, my file is not returned as well. My Work Permit is expiring on 27th Feb. I think we might get something positive .. as files received on or after 23rd October have been returned. There should be a reason for our files not being returned.
Hope for the best for it, Good Luck !!
Ofcourse, I m planning for Express Entry well.

It's cool to have this network of persons who are experiencing the same thing I am currently! I'm waiting and hoping that I will get my AOR soon! I can't believe how close I came to missing the cap!!! I mailed on October 17th and it arrived at CIC on October 20th. Currently back home in Jamaica now, as I reisgned from my job and decided to wait for PR here :. Hopefully I made the right call & it doesn't jepordize my filing!
