Yesterday I received a ghost update, does this mean they are working on my application ?

My AOR is March 23 and VO Montreal.

Medical - 23 april- passed
Biometrics - Number updated - not required
1st Gost update-2nd july
After 1st gost update not receiving anything
Visa Office :- Montreal
I called IRCC today and the agent informed that the BG check & Eligibility has not started yet.
Is there any one in same boat
Its been 4 months their hasn't been any progress in my file.
