It's optional, but can make the case officer's life much easier. If you have any potentially confusing information in your application form or supp. documents, LoE is an effective way to explain those to the officers. If you believe your application is extremely straight forward, then no need for LoE.

what is IMM 5409- What do u need the rotary seal for? please advise.
