Hello

I received an ITA under CEC on 19 September 2024 with a CRS score of 525. I added my spouse as accompanying on e-APR that reduced my score dramatically with a new score of 511 (cut-off was 509). But when I finally submitted the e-APR my total score was 506 (below cut-off), which is due to loss of points because of age.

I had a birthday after receiving ITA but before submitting e-APR that reduced my points below cut-off. The ITA says that change of points due to age should not cause refusal. I lost 5 points due to age and if I don't loose them (as ITA says) then my total CRS score should be 511 (more than cut-off).

My application is already submitted with 506 CRS score and I am worried about the loss of points. Can you please tell if I will get exemption of loosing points because of age?

Candidates’ Express Entry profile is automatically “locked” when they are issued an ITA. Candidates can only revise their profile information if they formally decline the ITA through their online account; however, their information may be updated in their APR. When a candidate declines an ITA, they are automatically returned to the pool and will be able to update their profile information, as they wait for a new ITA.

So you should be fine.

Exemption to section A11.2: candidates whose birthday occurs after they receive an ITA
An applicant may have a birthday after they receive an ITA but before they submit their e-APR. Their change in age may lower their CRS score below the lowest score in the round of invitations. It may also result in the applicant no longer meeting the minimum requirements of the FSWC and, consequently, no longer meeting the MEC, resulting in a refusal based on section A11.2.

When a change in age results in the candidate no longer meeting the MEC or having their recalculated CRS points score fall below the lowest points score in that round of invitations, officers should consider applying the public policy to exempt applicants for permanent residence from certain age-based requirements between invitation to apply and application, based on section A25.2. This consideration can result in an exemption from the refusal of an application under section A11.2.

This public policy also grants an exemption to applicants who may be refused for failing to meet FSWC program requirements when their birthday occurs between the ITA and e-APR.

You should be good as you'll be falling under the exemption as mentioned above!

On the final confirmation page where we can preview our total CRS score before submitting, my score was 506 (below cut off).


The express entry system should be smart enough to not lower the points on "preview score" page because of age if an applicant had a birthday after ITA but before e-APR. If the profile gets locked it should not change the points for age, can you please clarify?

I would not rely much on that. You'd better raise a webform with a letter of explanation and a citation of an exemption, just to be safe.

I already included a Letter of Explanation with my application along with a citation to the exemption. Do you think raising a webform so early will reflect the application in IRCC system. Also, what will be the next step after submitting the e-APR?

I would not rely much on that. You'd better raise a webform with a letter of explanation and a citation of an exemption, just to be safe.

No need for duplicating. You should be good.

The first step is a completeness check. After that, biometrics and medicals, in some cases additional document request(s), eligibility, background check.

No need for duplicating. You should be good.
