Probably my file got stuck in Buffalo and they didn't transfer it to Ottawa That's the reason I have not received file number.

If I am not mistaken you said your wife submitted her medical recently in summer, right?
May be if you explain the situation in a letter they accept that medical result. Medical result is valid for 1 year .

I applied for FSW2 on 13 Sep 2010 and CEC on 14 Oct 2011.

well ok, fsw2 of course takes longer than CIC, but you should be getting an AOR soon for your CEC application. But I donno since you have both applied than your file might stay in Ottawa. Because Apparently most of the CEC applications are getting trasnferred to Ottawa. But again I think they haven't analyzed any of the two applications you submit so most probably CEC one should get transferred to Ottawa. But hang in there, you should be recieving good news soon.
