You can qualify as long as you are working in a NOC B occupation (NOC C or D will not qualify). You need the equivalent of 1 year of work experience. So if you are only working six months out of the year, then yes, you would need to work 2 years for six months each to qualify under CEC.

Thank you, so NOC 7282 is skill level B, and they need 1 year to qualify for CEC? or is it 2 years? They have been working every year 6 months in Canada and will have 1.5 years till now from 2017 . Do they qualify under CEC ?

I can't tell you based on this information. First of all you will need to confirm that you have at least 67 points under the FSW points system to meet the minimum requirements. You must also have at least one year of equivalent full time experience on the day you submit your application after you receive ITA. So whether you qualify will depend on the dates of your work experience and when you receive ITA. Of course how many CRS points you have may also be a big factor.
