Cec file number time

Hi I applied August 22nd for my CEC immigration case and I haven't got file number...
Nothing hasn't returned and no e-mail from government.. Is it normal to take almost 4months to get file number these Days?
Or should I contact CIC office...?
Please give me some advice..

yes it's normal. The August applicants are getting their AORs' these days. Hopefully you'll receive yours soon.

I checked and my draft hasn't took out from government yet... I'm seriously worried now.
I sent file August 15 and Canada post tracking said it was delivered in August 19th successfully...
Is it possible that they got my file and opened it but took out money later?

I'm confused if it means they didn't even get my file..

Sometimes applications get returned and the applicants are not aware of it because:
EITHER they changed address and so could not receive their package at their previous mailing address
OR the returned package was lost by Canada Post.
