CEC Express Entry - Proof of Funds MANDATORY?!

Hey guys,

There have been quite a few posts on this topic and I have read through them all. The conclusion reached was that for CEC the POF is not required if you are applying from within Canada. However the list below on CIC's website suggests otherwise (POF is listed under "mandatory for ALL applicants"):

Interestingly, if you change the financial amount in your e-APR to $0 the POF requirement goes away. So either the e-APR is misbehaving or CIC is contradicting itself above?

On a side note the document upload page said nothing of a birth certificate either and it seems to be mandatory as well.

Please help me, I am living in Canada since 2 years with a Work Permit, I 'am applying for the Express Entrey in the CEC , however my wife is pregnant we will have a baby and I wanna buy a house, however I wanna know if is neccesary to proof the funds that I have at bank despite I have a permanent job in canada and I am in CEC applicant? because I planning use the money that I have saved at bank to pay the downpayment of a future house, but I don't wanna lose points or been rejected just for my funds. thank you.

when you get an ITA or invitation to apply under CEC category, this will be the requirement for proof of funds:
" If you are applying for permanent residence in Canada, you must provide an official letter issued by your financial institution indicating your financial profile.
Your financial profile includes a listing of all your bank (chequing and savings) and investment accounts. The official letter must be printed on the letterhead of the financial institution and must include your name, the contact information of the financial institution (address, telephone number and e-mail address), the account numbers, dates of when each account was opened and the balance of each account over the previous 6 months.
You must scan all proof of funds documents and save them as one file."
