I have 11 months of full time experience as a Civil Tech/Surveyor in Canada, and as a matter of fact Civil jobs are not available once it starts snowing especially if you new in field. Can i apply for PR under express entry and explain the situation?

No one will stop you from applying, but you will be refused if you do not meet the MEC.

Assuming you are on an open work permit, you are free to find another job. There are a lot of winter-seasonal jobs too.

Do i have to show all the paystubs of 12 months work? what if i am missing 2-3 biweekly pay stub?
Paystubs are not a required document. A letter from you employer (indicating dates of employment) and supporting documents are. Paystubs can be used as supporting documents, but they are more useful for part-time workers.

No. People who are not eligible get refused.

@jes_ON when they ask how many years of total work experience you have in last 10 years, can I include Foreign and Canadian both work Experience? Becoz that adds up to more than 1 year.

No, you have to count foreign and Canadian work experience separately..
 
I created EE with 11 month completion and received ITA after 12 month completed. My question do I accept ita or decline as I create profile earlier. Please clarify my doubt..

Submit your application when you reach exactly 12 months of your experience. Don’t submit your application before . Accept after you complete 12 months.

What does accept mean? There are 2 options after ITA Continue or Decline. Then it gives us a form to fill out our information...What does exactly accept mean here?
