I was granted a Bridging Open Work Permit while awaiting my application for permanent residency. I used EE and put Ontario as my preferred destination but am still living in Quebec until a final decision is made. The case type of my visa is 27 and the remarks say: Temporary Resident Status Maintained as per R183(6). Pending APR.

My question is am I eligible in any way for health coverage in Quebec or must I try and find a private health insurance provider...My employed tried calling but the person who answered said I needed the employers details on the permit. However in other provinces it seems different (Ontario).

Thank you for your replies in advance.

Unfortunately, since you are on a BOWP and in order to receive the RAMQ coverage, you will need to provide the CSQ, which implies that you intend to remain in Quebec as a permanent resident. Since you applied under CEC and intend to leave Quebec, you do not have a CSQ and do not qualify for governmental health benefits.

Since you are already in the country, buy an insurance from World Nomads.

When I went on the website I found these two seemingly contradictory statements: (The last line in statement too being the worrying one!)

To qualify as a UK or Irish resident, your country of permanent residence is where you are a:

1) UK or Irish citizen with a passport, a residential home address in the UK or Ireland and unrestricted right of entry back into this country once you depart. You may be currently at home, travelling or residing in another country at the time the policy is purchased; OR
2)UK or Irish permanent resident, at home in the UK or Ireland at the time the policy is purchased at your usual permanent residential address. You will have unrestricted right of entry back into this country once you depart. If you are a permanent resident travelling or living away from home in another country, you cannot be covered under this policy.

Sorry I'm not an insurance expert!

The truth is, you do not have your permanent residence, yet, in Canada, you are merely a "resident", but not a "permanent". So your permanent residence RIGHT NOW is your home country.

Ok. I'll take your word and I think legally you are ultimately correct. Thank you for your help!

No problem. Always worked for me. I also once asked them if this was okay, because I was in the same situation and their customer service told me it was fine.

Not sure though, let's assume you have a major accident and a huge claim, if they would ask for more evidence about your residential situation and then claim "No, it's not possible." ... Like any other insurance, it's an insurance... and they rather make money than spending it. But from my point of view, it's legal.
