Something bizarre happening here...I have decision made today but I still can not log in with my receipt number?!?

Don't worry, I had the same thing. Give it couple of days and try again. I was able to log in using RPRF Receipt# after 2 days of DM status. Nothing to worry.

Thanks, I keep thinking I have screwed up the payment somehow...maybe I just need a drink.
 
Today I received an email from CIC that asked for the PCC from any country that I had lived for 6+ months since age 18 , and RCMP report based on the fingerprints.

Ø Police Certificate: From each country/state where the residence period has been six months or longer since the age of 18, provide an original police clearance certificate You must provide a certified RCMP criminal record check based on fingerprints. Please check the CIC website (Obtaining Police Certificates) and refer to RCMP certificates in Canada for details on obtaining a RCMP “Criminal Record Check”.

I'm a bit confused because I already included the original PCC from my origin country in my application package, now they are asking for it again.... I wish it was a typo from CIC, they only wanted the RCMP report, otherwise, it would take another good amount of time to get the PCC from my origin country delivered to Canada......

What does it mean that if someone can go into ECAS through RPRF Receipt number? Does it have special meaning?

I paid upfront RPRF but I cannot go into Ecas with receipt number yet. I am a September 9 applicant, 2014.

I just want to confirm that when we paid rprf then we have to scan the payment receipt and email to cic or it's not necessary

no need to scan.after the successful payment it gives a receipt in pdf format to save.
Just send it to CIC with all you details.

Have you been to other countries besides Canada and your home-country, and stayed for more than 6 months? If so, then you will need to get PCC for that country as well.
