I did paid my RPRF upfront in May 2015. I see FOSS=N in my GCMS notes (not sure whether we are referring to same field though).

Can I know what it stands for?

Yes that's what I am talking about. FOSS stands for Field Operations Support system. This is how CIC does its documentation so that they can keep the record forever. as they are going to discard our physical files after completing them. FOSS check is generated when they actually start working on the file so they can keep record of every movement

My application was reviewed by officer in April 16 2015 with comments = Review Required by Officer

Now eligibility=in progress , criminality=in progress, and security=not started.

What would that 'Application Assignment date of 2016/02/04' mean for me?

IMO you are in second review. The analyst did not marked you recommended passed, instead they had put a note that it has to be reviewed by senior VO. The date mentioned in there is the date before which they have to take some action on the next step in the procedure. So I think they VO has to be check your eligibility by that date. If he is satisfied he will mark it passed or If he need more time he will put another due date.

I got GCMS notes on 11th Jan 2016 and I dont see anything like "Assignment Date". Do you guys have it right on the first page? or is it some where else in those plethora of notes and multiple updates?
I am a 29th July (recieved 5th Aug) applicant and in the GCMS notes, I did see that the eligibility was recommended passed on 12th May, the day I got Medical request. I went ahead and made upfront RPRF payment on 19th Jan and asked for GCMS notes again on 19th Jan.

I hope to see the outstanding cleared on the RPRF entries and the wait for PPR starts then.

If you see on the notes there will be a due date and all the actions taken on your file under each sections of eligibility, security and criminality.
The second page just gives you the summary. In the eligibility section you would see the parameters on which they have checked your eligibility and all the comments put by the analyst.

Does it mean a final decision? Or is he going to thereafter send request for MR and PPR etc.?

It means he has until April 4th before you/your MP can call for another update....it's once again just a generic answer that has no meaning at all. You may get updates before April 4, you may not. I wouldn't read too much into it.

I think it means that the VO has until that date to finish assessing whichever section they are working on and if they need more time they extend the due date. But I think its generally just a reminder to them.
