I was one of those that got the accidental RPRF email about 3 weeks ago. I paid right away. They responded saying they would keep it. So in a way, I did pay upfront, but only after their request lol.patel3747 said:Hi. Did u pay upfront rprf?? Sdabide

Don't worry, Fingerprints are sent to RCMP electronically. So yes, Once you got your M.R, Eligibility is passed. To approve your application, you need to pass criminal and security checks as well, so you still have some reason to get it rejected because of this.
