CEC application overall CAP

I have some questions on the CAP, hope someone has data regarding this.

1. When was the CEC overall cap last updated on the website? It seems to be showing 3586/8000 for a long time now?
2. Does that CAP stand for the number of applications opened or received?
3. If it stands for the number of applications opened by the CIC, then it would mean (as of this date) number of applications opened as of 1st week of August 2014 -- going by forum data. So what is the average rate of applications opened per week? (This will help me estimate if CAP will be reached by the time they open my application).

From my understanding, that means number of applications received (# of AORs) since May 1, 2014.

'CIC receives 8,000 complete CEC applications' leads me to believe that the figure is apps received, e.g. the number they have given an AoR to.

Considering the most apps received in any one sub-category is 89 (graphic designers), I can't see any single category reaching their 200 sub quota before the end of the year.

I'm talking for the ones with no sub cap limits but just the overall cap.

So, for 1 month's time (3rd September to 3rd October), the data goes to have 790 applications. CIC was processing for July last week when that number was updated (3586/8000) -- so when they process for the last week of october, the estimated application count would be ~ 3586 + 790*3 = 5956; this is assuming the flow of applications is more or less constant. Ofcourse this figure would be more (and much closer to 8000) if there was a flood of applications between august and october 2014.

I applied in Jun'14. Initially when CIC kept CAP of 8000 applicants, I thought it will be filled very soon. But it is not happening as per the data.. I guess may be the next update of CAP status may show a large difference as that page as not updated for close to 1 month.

Considering the new process from Jan'15. Does CIC will process all applications faster compared to normal processing time. So that, they will be prepared to start processing in new quota. Just a thought...

I wanted to ask if it's still possible to send a CEC application at mid of December 2014 under NOC 0631, Restaurant Manager.
