Does it mean that our PR was approved if we receive this email? The subject of the email was CONFIRMATION OF PERMANENT RESIDENCE INFO REQUIRED??

Yes, it means confirmed. In couple of days you will get approval in portal as well

none stage is passed yet!

After you get your COPR, your are a PR, and you can work for any employer and even be self employed. You only have to inform IRCC of the change of job when your application is being processed. Once a decision has been made, and you receive a COPR, you do not have to inform IRCC.

A kind of same question but would it be okay to give my employer 2 weeks notice and then quit my job in the same situation, once the final decision is approved not knowing when exactly I'll get my COPR?

It will depend on your circumstances and whether you claimed points for arranged employment.
