Yes definitely the stages should be passed. Getting COPR will take another 1-2 weeks.

Last time I called them on March 14 agent told me everything is passed on march 15.So It tooK more than 1.5 to get a COPR

Finally was able to talk to a kind agent today

AOR - Sept 18
only GU - April 21
CEC with 2 dependents
all stages passed
Wait for further updates from IRCC.

It looks like there is a huge pile of 'all stages passed' files sitting at someone's desk and it's just a matter of time before final approval is done.
