Biometric fees refund initiation message on 04 Nov

Hi, I have a question about biometrics. I am inland and gave biometrics for my temporary application last year.
I am reading that people like me getting biometrics fee refunded. Is there an option not to pay for it at the first place when submitting ITA? Or you must pay and only then get refunded?

It took me just one day to receive the message. They will definitely refund if you or your dependent is exempted.

but since then nothing has been changed. What is the next process

It takes around 45-52 days for Medical and process bar to come up followed by BIL. Thanks.

While filling the travel history I mentioned my recent travel to Qatar for a week and this gave me a request to provide PCC for Qatar in the documents checklist. Travelling to Qatar with Indian passport doesn't require visa or anything, also they say they don't give PCC to visitors. In this case is it ok if I submit a letter stating all this as PCC? Has anyone faced similar situation?

Experts please provide some guidance on this.

Something doesn’t seem right here. The system should only request you PPC when you stayed in the country for more than 6 months in the row. Check your dates and stuff for mistakes.
