CEC and Quebec

Hi everyone :

I know that this is a topic that has been touched on the forums a few times but I haven't found any post that applies to my case in particular. I have a PR application in progress under CEC (with AOR) and have my BOWP. I have been living in Ontario but would eventually like to live in Montreal. I had applied for CSQ but my application was rejected because of the new rules implemented by the government of Quebec regarding the acceptance of applicants to the Quebec Skilled Worker Program. The rules involved but were not limited to : holding a document of studies/diploma validated by Quebec, living in and holding a temporary job in Quebec and the only rule that would apply to my situation and make me elligible was if CIC had accepted to process my application for PR. I had been living for 2 years already in Canada so I applied for CEC and have sent my application for CSQ once again since CIC has given me an AOR. I am looking into jobs in Quebec already, I am just afraid that my application for CEC may be affected by doing this move and I haven't got an AOR yet regarding my CSQ. Do you think CIC would reject my application? Do you think Quebec would reject my application for CSQ again since I applied for CEC, even if CIC has given me the AOR? I am confused as to what my options could be to apply for PR to live in Quebec since both government entities are putting me against the wall and not giving me a lot of options. I'm a french citizen, fluent in 3 languages (english and french included of course) and have passed both of my mandatory language tests and have working experience in Quebec (2 years as a temporary worker from 2004 to 2006) and 3 years in Ontario. I think my profile fits perfectly for both Quebec and the rest of the territory.

I think it's ok that you have two applications at the same time, the problem is if you show CIC that you're trying to move to Quebec, they will reject your CEC application.

I was afraid you'd say that. I was thinking about leaving an address here in Ontario in case I found something in Montreal and was able to move soon, just for the purpose of receiving correspondence regarding my application for CEC. I'm just afraid that could also lead to problems. Or maybe I should just wait until I have my PR status, after all, I understand that once you are a PR, you can move anywhere you want in Canada, despite the expectations under CEC. I would just need to look into my CSQ in case Quebec accepts my application and I haven't received it by the time I get my PR status. What do you think?

I would wait until you have your PR to make the move. Either by Quebec or CEC method. Whichever one comes first. Don't risk it.

I gave up the opportunity for a great job in Montreal last year. It's not worth risking your CEC application.

I think you're both right. I'll wait until I hear back on a definite answer and decision either from the CEC or the CSQ applications. I would really like to return to Montreal ASAP but it will probably pay off to be patient and hang in there a bit longer here in Toronto where I am not exactly happy anymore.
