However, on CEC application, one has to work, after graduation and under worker status, for 1 year. So if someone who counted his/her experiences under OCWP, he had included time where he was still considered not graduated and therefore not a student. Thus those time were not counted.

CEC program specifically states that a certain kind of work permit is not required, just that the work be authorized. As of January 2014, the wording was revised to state that work acquired as a full-time student will not be considered. This means that (a) work as a part-time student qualfies, and (b) work experience after completing education is accepted.

Because of the wording change and no longer requiring proof of graduation, both VOs and applicants had to get used to the new system. Some applicants who used the work experience while transitioning from OCWP to PGWP were initially refused, but those who who provided proof of completion had the experience accepted.

The lesson (for CEC) was - if you plan to use the work experience between graduation (or the end of your final semester) and obtaining the PGWP, provide proof of the end date to CIC along with a written explanation. It is accepted, but you have to point it out to the VO.

I was in the same confusion. Finally got my answer after taking to several CIC AGENT and lawyer... you can count the duration while you transition from off campus to post graduate...for example, i got a letter from university on 14th jan which stated that my degree requirement is completed but got my PGWP on 28th jan..hence i can use that time since i have the explanation letter

Also please ensure to consider unpaid vacation and any pay check where you worked less than 60 hours (if you work bi weekly)...

I am basically eligible to apply on 14th Jan but i will wait for few weeks just to be safe...
 
Can i bring out another topic of discussion, how will following line be implemented in new system:

Applicants must have 12 months of full-time, Canadian skilled work experience (or the equivalent in part-time work experience) in one or more NOC 0, A or B occupations within the 36 months preceding the date on which their application is received.

You have to qualify at the time you apply to EE. As for which date is deemed the "lock-in" date, that's a really good question...
