I have done biometric on 8 june non sds for study permit office is new delhi and my course starts this September, but I have received no update at all from IRCC, I have sent them 2 web form as well but nothing.
Tonight i received the above email
What do you think guys shall I go to high commission of Canada and make an enquiry in person.
Any advice and suggestions would be highly appreciated.

You cannot just show up at the high commission, and for what purpose. You are not a citizen. Your file has be transferred to another office for processing (probably due to workload). Nothing to do as you have sent webforms.

Would it be okay to send them an email and ask them about the outcome of my application?

You have to submit webform from outside Canada selecting country india . Most Indian applications are processed in Chandigarh and Delhi . Since Chandigarh is closed your application is in Delhi and they are extremely busy .
