My wife is PR living with her CDN citizen husband in the US.

She wants to apply for Social Insurance number and get a Provincial ID card?

Is she allowed to get that ?

We want to make sure this won't cause any residency issues with Revenue Canada.

If she's not intending to work in Canada, why would she possibly need a SIN or provincial drivers license? There is no good reason to have these things unless you're living in Canada. Just wait until she moves back.

She's not a resident, so there's little point to the ID. She can come to Canada to get a SIN, if she has tax obligations in Canada. If she's not a Canadian resident, however, she's extremely unlikely to, so there's no point.

Yes, but if she does and doesn't use it, it will just get deactivated anyway.

The residency issue is fairly simple. If you're a resident, you need to pay Canadian taxes. If not, you don't.
