Cash bail

Hey everyone,
So here's the issue
My friend used to work in Ontario on a work visa and got caught a few days after his visa was expired (his lawyer did a bad job,and didn't apply on time for renewal )
The immigration border service took him and released after paying $2000 cash bail.
He had 48 hours to leave Canada and so he did.
After 2 years ban he came back to visit his family in Ontario on a visitor visa and curious if he can get back his bail.
Who should he talk to regarding this issue and if there any chance to get this money back ?

1. If you friend reported to CBSA on exit from Canada, then the officer should have started the refund process. If he didn't then the bond was forfeit.
2. Unless you friend assigned the bond to a 3rd party.
3. Google "Refund of Canada Immigration Bond" and then read Manual ENF 8 for refund instructions.
