Enquiry:
Dear Sir/Madam
I am eligible under Canadian Experience Class and I opened my Express Entry Profile. I got my Ontario PNP last week. However, in the PNP certificate it is mentioned that I can not use the certificate for Express Entry. I contacted Ontario PNP and they said that they cannot verify the certificate for Express Entry as Ontario did not develop the approach for Express Entry yet.
Now I have the following question: 1. In the Express Entry, what information do I provide? Shall I provide YES to Provincial Nominee?
2. Am I still eligible for 600 points now even though Ontario did not develop their approach?
3. What will happen to the candidates who has a profile in Express Entry but Province does not acknowledge their PNP for Express Entry

-------

Dear Client,

1. You would answer “no” to that question.
2. No, you would not receive 600 points. The province has already advised you that they are not supporting a nomination under Express Entry.
3. Your profile would be treated like other candidates in the pool without provincial nominations. Please consult our web page: http://www.cic.gc.ca/english/immigrate/skilled/pool.asp (see section, “How to improve your score”)

Your provincial nomination letter would contain different instructions. You may wish to apply for permanent residence through the regular (non-Express Entry) application process: http://www.cic.gc.ca/english/immigrate/provincial/apply-how.asp

but :

Provinces and territories will also continue to be able to make nominations under their regular (“base”) PNPs outside of Express Entry via a paper application process.

figure out, just not go EE :

Apply: Provincial nominees
Follow these steps to apply.

1. Get a provincial nomination certificate
2. Find out how to apply
3. Get the CIC application package (if you are not applying through Express Entry)
The CIC application package includes the instruction guide and all the forms you need to fill out after a province or territory has nominated you. The guide will help you fill out the forms properly.

Fill out the forms on your computer. When you are done:
Validate the Generic Application Form for Canada[IMM 0008] online. Click the “validate” button on the top or bottom of the form. If there are any fields you still need to fill out, they will be marked in red.
Print the validated application form, including the barcode page(s). (This page will come up after you validate the form.)
Sign and date the form where asked.
Include all the pages of the application form, including the barcode page(s), with your application.
Print the other forms, and sign and date them where asked.
Each of your answers must be complete and true.
You must fill out all the forms listed in the application package. Use the Document Checklist (PDF, 728.82 KB) to make sure you do not miss anything.
Find out more about the barcode form.

4. Pay your application fees
5. Submit your application

The way you apply for PR under PNP has not changed. Once you get selected for PNP you have to submit your paperwork a bit like the old CEC way. The time process is about 17 months depending on the office. The one positive is its pretty much a guaranteed yes for PR as long as your details check out OK. When the job bank is up and running and everyone is on board i am not sure how this will change. I think maybe the current system will still apply as CEC has different criteria to just PNP. Check out the other boards for PNP info.
