I am going to raise Case Specific Enquiry today. I need to inform CIC about Rejection of certificate of selection (Quebec). My AOR is 7 Jan 2017 and CSQ was rejected on 28 December 2016.I was not aware of this rejection when submitting EE. Thats why I am bit worried too.
please advise me how it goes. I plan to attach refusal letter and write some kind words ( Explanation) in the box. where 1500 characters allowed to write.

please tell me if I am right or I have to attach a separate letter of explanation with refusal letter.

do they respond to a case-specific inquiry or not? I worry will they consider it or not. Will this effect processing time

You are right, do as you planed to. If your LoE exceeds 1500 words, it would be preferable to attach a separate pdf in the CSE along with the rejection letter. Also if you explain that your rejection letter is dated post your EE profile creation, they should accept that without any questions.
