Just wanted to share this as, perhaps, someone may benefit from it.
Here's the timeline for my sponsorship case (still ongoing):
January-2013 - Nikah only
June-2013 - Applied to CPC-M
July-2013 - Eligibility for sponsorship approved. (case moved to CHC Islamabad)
Oct-2014 - Proof of rukhsati requested (via e-mail from CHC London) -- E-MAIL MISSED
Dec-2014 - Rukhsati performed
Feb-2015 - Proof of Rukhsati sent to CHC Islamabad
May-2015 - Inquired regarding case via local MP
June-2015 - Received notice of refusal from CHC London ('marriage not genuine')
July-2015 - Appeal filed with IAD
September-2015 - CHC London agreed to re-open case on grounds of missing evidence but only once IAD appeal withdrawn.
September-2015 - IAD Appeal withdrawn.
October-2015 - Case re-opened and assigned to officer for review.
(Hoping for the best now)
I found the following document *instrumental* in getting a response from the Visa Office:
Process for Responses to Inquires and Representations for Distribution to Immigration Practitioner Organizations
(dated: October 30, 2013)
I stumbled upon it while re-searching on Google. Just search for:
"cba.org: Case-Review-im-enquiry-@cic.gc.ca"
It should be a PDF from one of the first few search results from "cba.org" titled "This is to clarify the routing for various inquiries:".
Among other things, it has a listing of e-mail addresses for the Immigration Program Managers from, perhaps, Canadian High Commissions across the globe. I contacted the one from CHC London and that proved pivotal in getting my case re-opened.
I highly recommend strictly adhering to the gradual and escalation-based process outlined in the document. That way a Visa Office will realize that one has been responsible and patient enough and this will increase the likelihood of a response.
As an example, one's correspondence has a higher likelihood of receiving a response, if it takes the following form:
"I have tried A then waited 3 months. Then I tried B and waited 30 days. Then I tried C and waited 2 weeks. Please provide an update."
