The 2011 case processing time data was recently released by CIC. For spouses, partners and children the data by Visa Office is:

All Points of Service*: 20% of cases completed within 3 months, 30% in 4 mo., 50% in 7 mo., 70% in 11 mo., 80% in 15 mo.

Africa & Middle East: 20% of cases completed within 5 months, 30% in 6 mo., 50% in 9 mo., 70% in 15 mo., 80% in 20 mo.
Abidjan/Dakar: 20% of cases completed within 9 months, 30% in 10 mo., 50% in 15 mo., 70% in 18 mo., 80% in 22 mo.
Abu Dhabi: 20% of cases completed within 6 months, 30% in 8 mo., 50% in 12 mo., 70% in 19 mo., 80% in 25 mo.
Accra - RPC: 20% of cases completed within 3 months, 30% in 4 mo., 50% in 5 mo., 70% in 10 mo., 80% in 15 mo.

Interesting. Hoping to be in the 20%! I wonder why they don't show numbers for 4 months, 3 months etc. I know it happens.

Looks like I will be on the 50%, I'm applying at the Guatemala office, my timeframe so far is as follow:

Send paperwork. On November 3, 2011
Wife was approved to sponsor me on January 3, 2012
Papers transfer to the Guatemala office on January 12, 2012
And most reacent, they asked for my passport on May 13, 2012

I will be sending my passport and finger prints to Guatemala next week, my lawyer advice me that once that's in it takes 2 to 6 months to get the visa, so fingers cross it will be sooner rather than later

No because the numbers are not independent of each other. The 20% is part of the 50%. The 50% is part of the 70%. Etc.

Question here: Does these time lines include the Step 1 period, which now stands almost a3 months ?
Or these time lines are valid from the moment the file is received to the respective VO ?

It's easiest to show with an example, so bear with me. Imagine you have 10 applications that you process and you approve one each month so the approval dates are:

1. Jan 15
2. Feb 15
3. Mar 15
4. Apr 15
5. May 15
6. June 15
7. July 15
8. Aug 15
9. Sept 15
10. Oct 15

If we start counting months on Jan 1, by the end of January you will have completed 10% of the applications (1 out of the 10 applications), by the end of February you have completed 20% of the applications (2 out of the 10 applications since you already completed the January one AND the February one too) and so on by the end of March 30% and by the end of October 100% of the applications.
