No, he can't sponsor both spouses. He can only sponsor the first spouse.
Canada doesn't recognize bigamy so the second marriage won't be recognized as legal.
Canada only recongize your first wife.
If your children are born after you become a Canadian citizen, they can apply for certificate of citizenship (if you were born in Canada or get it from nutrualization.)
The mother of those children (second wife) cannot be sponsored by you.
Family sponsorship is for spouse and common-law partner. There is no route to sponsor mother of your children.

Sponsoring second wife is out of question but the children from second wife can be sponsored right? the father is a PR not a citizen and the Children from second wife were born after he got PR
If he wants to live in the same country as both his spouses Canada is probably not the ideal country to live in.
Is he compliant with his RO. He would also need to be compliant with his RO to qualify to sponsor the children.
He was not meeting RO but entered via US and have stayed in Canada after expiry of PR Card and will renew PR once his RO is complete.
So crazy that OP has not met their RO in the past was given another chance and didn’t meet their RO again. Not even close to meeting their RO the second time. While not meeting their RO they seem to have married 2 women and fathered many children. Not sure we have RO if we allow people to have so many chances when people are not establishing their lives in Canada.

He was short on RO entered via land route and now he will meet RO and apply for renewal.
Based on your previous post they were short on their RO and got PRTD based on H&C then left again and didn’t meet their RO again and entered by land.
If it is under the same username it usually involves the same case. So many people say they are asking for a friend and they are asking for themselves. The timelines matched up between the applications so it was easy to assume that all the posts are about you.
